With the rapid advances in medical sciences and the quantitative and qualitative improvement of research activities, emphasis on compliance with religious, legal, and ethical principles in research, the implementation of various research projects—including studies involving human subjects and the collection and storage of information—has raised concerns about potential misuse, harm to individuals, and failure to observe ethical standards in the design and execution of projects, as well as the unlawful exploitation of such data.
To prevent possible abuses, the Nuremberg Code (1947), the Helsinki Declaration (1975), and the Belmont Report (1978) established principles, rules, and guidelines in this regard, recommending that countries adopt and implement these ethical codes in biomedical research. This issue was also addressed at the 18th meeting of EM/ACHR of the World Health Organization in 1995 (Riyadh, Saudi Arabia), where it was decided that national ethics committees in biomedical research should be established in all countries of the region to approve and enforce national regulations on ethics in medical research.
Observance of professional ethics is one of the fundamental and legal requirements in carrying out professional activities in any field. The rapid scientific growth in recent years and the emergence of new ethical challenges, particularly in medical research, have led to increased attention to this discipline under the title “Research Ethics in Medical Sciences” by science and technology policymakers.
Given the importance of this matter, the Ministry of Health, through the National Committee on Ethics in Biomedical Research and other competent authorities, has undertaken the drafting, publication, and revision of specialized guidelines, rules for research management, and scientific publishing. In line with its governance responsibilities, the Clinical Research Development Unit of Kowsar Hospital has devoted its efforts to ensuring the implementation of all relevant principles and regulations in research processes and publication.
Among these efforts are:
- Preventing the execution of research projects and theses lacking an ethics approval code.
- Participation in organizing training courses.
- Providing education on research ethics codes by experts to all researchers
- Requiring the completion of informed consent forms in studies involving human subjects.
Furthermore, to facilitate access and raise awareness among researchers, all relevant documents and regulations concerning ethical standards will be continuously uploaded and disseminated.
